India’s Winter Session, 2016 of Parliament concludes
NEW DELHI (INDIA): India’s Winter Session, 2016 of Parliament which commenced on Wednesday, the 16th November, 2016, concluded on Friday, the 16th December, 2016. The Session provided 21 sittings spread over a period of 31 days.nnDuring the Session, 10 Bills (all in Lok Sabha ) were introduced . Lok Sabha passed 4 Bills and the Rajya Sabha passed 1 Bill during the session. One Bill namely the the Taxation Laws (Second Amendment) Bill, 2016 was deemed to have been passed by both the Houses of Parliament.nnTwo more Bills namely the Appropriation (No.4) Bill, 2016 and the Appropriation (No.5) Bill, 2016 as passed by Lok Sabha and transmitted to Rajya Sabha for its recommendation, are not likely to be returned to Lok Sabha within the period of fourteen days from the date of their receipt in Rajya Sabha. The Bills will be deemed to have been passed by both Houses at the expiration of the said period in the form in which they were passed by Lok Sabha under clause (5) of article 109 of the Constitution on 23.12.2016. The Rights of Persons with Disabilities Bill, 2016 has also been passed by the Houses of Parliament.nnDuring the Session, Supplementary Demands for Grants (General) for 2016-17 and Demands for Excess Grants (General) 2013-14 and their related Appropriation Bills, were discussed and passed by the Lok Sabha. The Merchant Shipping (Amendment) Bill, 2015 was withdrawn in Lok Sabha.nnIn Lok Sabha, one Short Duration Discussion under Rule 193 was initiated on ?Demonetization of currency notes to weed out black money? by Shri A.P. Jithender Reddy on 05.12.2016 and the same could not be concluded. In the Rajya Sabha, Discussion under Notice under Rule 267 was held on? Demonetization of currency? which remained inconclusive.nnDuring the Session, the productivity of work done in Lok Sabha has been 17.39 % and that of Rajya Sabha has been 20.61%.
